Dan Heckaman is an accomplished technology and administrative executive with over 25 years of experience driving strategic innovation, optimizing IT operations, and aligning financial resources to organizational goals. He founded Mindset Partners, a Fractional CIO consultancy that helps small to mid-sized businesses elevate IT team performance and align technology with business strategy.

Most recently, Dan served as Associate Vice President for Finance and Administration / CIO at Minnesota State University Moorhead (MSUM), where he oversaw enterprise IT services, capital planning, and multi-source budgeting totaling over $106 million annually. In this dual executive role, he led initiatives ranging from large-scale ERP deployments to strategic financial planning and facilities management. Before that, he served for over a decade as MSUM’s Chief Information Officer, where he led major digital transformations, including a university-wide website redesign, data warehouse development, and comprehensive IT organizational restructuring.

Before working in higher education, Dan held progressive IT leadership roles at MeritCare Health System (now Sanford Health), where he managed application development teams, led major healthcare IT systems implementations, and drove cross-functional process improvement initiatives.

Dan holds a Master of Business Administration from Minnesota State University Moorhead, and a Bachelor of Science in Computer Information Systems from Valley City State University. He is a recognized contributor to state-level initiatives as a member of the Minnesota State System CFO and CIO Advisory Teams, Finance Advisory Team, and the CISO Advisory Committee.

A pragmatic strategist and results-oriented leader, Dan brings deep expertise in IT governance, financial planning, enterprise systems, and operational efficiency.
